Nityaananda! Gauraanga! Hare Krishna! Igor has answered the first part of your question nicely. Now let me address the second part of your question. Our past Acharyas have not dressed up the Deities of Lord Krishna as Lord Raama on Shri Raama Navami or any other day during the year. Nor have they authorized the program of dressing up children like Lord Krishna and Shrimati Radha or Lord Raama etc., worshiping them as God and swinging them on a swing etc. Lord Gauraanga did display His form of Lord Raama to Shrila Murari Gupta a few times but that was when He desired to do so not when we want. Thus, unless we know that the Deities have an explicit desire for being dressed up as one of Their incarnations (and to know that requires one to be a pure devotee), it is not advisable to do it. Unless we have a direct instruction from the Deity Himself, we should try to follow the normal Gaudiya principles of worship only and not introduce new ones which have never been performed by our Acharyas even if it may lead to more popularity or following for the Deities etc.
